AMD GFX13 Target Integration into LLVM 23

The integration of the AMDGPU GFX13 target into the LLVM 23 Git branch has been completed. This target is considered the starting point for supporting AMD's future graphics architecture, which is presumed to be RDNA5.

Adding this target to the LLVM toolchain is a fundamental step in enabling developers to compile and optimize code for the new AMD GPUs. LLVM is a collection of modular and reusable compiler toolchains.

This update will allow the development of drivers and software that take advantage of the capabilities of the new GPUs, once they are available on the market.
