GovTech Lab Ukraine has announced the selection of three startups from Ukraine and Europe to pilot innovative digital solutions for public services. This program, the first of its kind in Ukraine, is a collaboration between the Global Government Technology Centre Kyiv (GGTC), the Ukrainian Ministry of Digital Transformation, and the World Economic Forum, with support from Switzerland. The initiative allows government institutions to work directly with startups to develop and test digital solutions before scaling them up.

Automated Legal Assistance with Obriy AI

In collaboration with the Ministry of Justice of Ukraine, Obriy AI will pilot its SURE platform to automate legal assistance. This enterprise solution uses AI agents to understand legal requests, retrieve information from trusted sources, and assist staff in responding to citizen inquiries. The goal is to reduce the workload of legal operators, speed up response times, and improve the quality of legal support.

Modernizing Tourism Data with citytax UAB

Together with the State Agency for Tourism Development, citytax UAB, a Lithuanian GovTech company, will implement a digital platform for accommodation registration and tourist tax management. The platform introduces standardized identifiers, structured data flows, and AI-based screening to detect unregistered properties, improve tax compliance, and generate more reliable tourism data.

Digitizing Construction Oversight with Itera

Itera, a Nordic software and innovation company, will collaborate with the State Inspectorate of Architecture and Urban Planning to modernize the building permit issuance process. Itera's solution automates the extraction, structuring, and verification of complex construction documentation, conducting compliance checks against current regulations and introducing auditable workflows.
