The European Union has allocated โ‚ฌ10 million to support the development of digital public services in Ukraine, with the aim of aligning them with European standards. This funding aims to strengthen the country's integration into the EU's single digital market.

Main Objectives

The funds will be allocated to several key areas:

  • Cross-border services: Support Ukraineโ€™s access to the single market of services, goods, and capital with EU countries.
  • Trembita 2.0: Upgrade the national data exchange system so government registries can communicate faster.
  • Data oversight: Launch a system that will show when officials access citizensโ€™ personal data.
  • Development of CNAP centres: Development of CNAP centres (one-stop administrative service centers)
  • Vulyk System: Upgrade the Vulyk system to connect and improve more centres.
  • European data standards: Implement new data governance rules aligned with EU standards.
  • Training specialists: Support the Centre for Digital Competencies to train experts in e-services.

Collaboration and Implementation

The project is implemented by the Academy of Electronic Management (Estonia), which has been working with Ukraine since 2012, supporting the country's digital transformation through reforms and during the current crisis. The initiative is based on Diia, a state portal that offers over 70 digital services, allowing, for example, the registration of a limited liability company in 30 minutes.
